Join Joanna Carr, the Research and Policy Director at the Arizona Housing Coalition, and Lisa Glow, Chief Executive Officer for Central Arizona Shelter Services, as they discuss Arizona’s housing and eviction crisis. Their presentation will focus on why there is an affordable-housing shortage in Arizona, the role COVID had on the housing market and evictions, and what can be done about the housing crisis.

Joanna Carr is the Research and Policy Director at the Arizona Housing Coalition. She holds a Bachelor's Degree Psychology and Sociology from Sheffield Hallam University, England, and a Master in Public Administration from Grand Canyon University. With a background in direct services, Joanna spent 9 years working with households experiencing homelessness. Joanna is now focused on policy solutions and systems change to drive an end to homelessness and an increase in affordable housing supply in Arizona.

Lisa Glow became the Chief Executive Officer for Central Arizona Shelter Services (CASS) in 2017. CASS is Arizona’s largest and longest-serving emergency shelter that has been at the forefront of solutions to address homelessness since 1984. Lisa obtained her law degree in 1989, graduating magna cum laude from the University of Arizona James E. Rogers College of Law. She discovered her passion for service to others when she left her law practice in 1998 to work with former Arizona Governor Janet Napolitano. She first served in the Attorney General’s Office as Chief Counsel for Children, helping to deliver on Napolitano’s promises as the Children’s Attorney General. Lisa later led the Governor’s Office of Children, Youth and Families, helping Napolitano to implement her commitment to social justice for all people. Lisa’s focus in her first three years at CASS has raised the profile of homelessness. She has led the agency to: expand housing services for more people to quickly end their homelessness; expand partnerships with cities to fill service gaps in communities; build specialized programming for vulnerable senior citizens who are experiencing homelessness; and advocate and secure funding to the Arizona Housing Trust Fund. Prior to joining CASS, Lisa ran her own consulting business dedicated to innovation and growth in the nonprofit sector. During her nine years as a consultant, she helped dozens of nonprofit and government clients with transformational strategic planning, organizational development, program development, fundraising, and building sustainable infrastructures. She has been recognized as one of the top social-policy experts and fundraisers in the state. Lisa has two adult children, four siblings and is passionate about family. She has volunteered as a mentor with New Pathways for Youth and served on multiple nonprofit boards.
