This CLE will provide an overview of changes to the ethics rules effective in 2021, new and upcoming opinions from the Arizona Supreme Court’s Ethics Advisory Committee, and the newly formed Arizona Supreme Court Task Force on Ethics Rules governing Public Lawyers.

REGINA L. NASSEN has been a Principal Assistant City Attorney in the Tucson City Attorney’s Office since last August after almost 18 years as a Deputy Pima County Attorney in the Civil Division of the Pima County Attorney’s Office (“PCAO”). While at PCAO Regina also served as the Supervising Attorney of the Civil Division’s Business & Transactions Unit beginning in 2004, and as PCAO’s Chief Ethics Counsel beginning in 2013. Prior to joining PCAO in 2003, she was in private practice as an Associate with the Tucson office of Snell & Wilmer from 1993 to 2000.

Though primarily a real-estate, commercial-transactions, municipal-finance, and general-advice lawyer, Regina has also had a distinguished appellate career, with expertise in state-constitutional-law questions, and has successfully handled several significant cases in Superior Court. She has served on the Arizona Supreme Court’s Ethics Advisory Committee since its formation in late 2018 and is a member of the ABA’s Center for Professional Responsibility CLE Committee and a fellow of the American Bar Foundation. She is a past member of the governing council of the ABA’s Government & Public Sector Lawyers Division and a past Chair of the State Bar of Arizona’s Public Lawyers Section. Regina has presented or moderated numerous CLE presentations on ethics, real-estate practice, state constitutional law, and legal writing. She is a recipient of the SBA’s Public Lawyers Section Distinguished Public Lawyer Award.

Regina graduated summa cum laude from the University of Arizona College of Law in 1992, receiving the DeConcini McDonald Academic Achievement Award, after which she clerked for Justice Frederick Martone on the Arizona Supreme Court before entering private practice. She graduated summa cum laude from the University of Northern Iowa in 1986 with a double major in Anthropology and Philosophy.
